    Build/Test Tools: Use the PCOV extension included in local Docker images.

    PCOV is now preinstalled in the `wordpressdevelop` local  Docker images for PHP 7.4 and higher.

    Instead of installing PCOV during each GitHub Actions run that generates a code coverage report, it is now turned on with a new `LOCAL_PHP_PCOV` environment variable.

    PCOV is not interoperable with Xdebug. When both are enabled, Xdebug is used and PCOV is turned off. Generating an HTML coverage report still turns on Xdebug automatically, unless PCOV is enabled and Xdebug is not.
