    Administration: Remove unnoticeable notice from RSS dashboard Widget.

    Remove notice that the RSS portion of the "WordPress Events and News" dashboard widget requires JavaScript. The container in which the notice is displayed is hidden if JavaScript is unavailable so the notice is never visible to user.

    The widget level notice "The WordPress Events and News feeds require JavaScript" is unchanged as that is displayed to users when JavaScript is turned off in the browser.
