    heif-enc: remove the leftover of the --even-size option

    The option was removed in v1.19.0 (93cbc226), but its entry in the table
    of the long options was left behind. --even-size was therefore still
    accepted and silently did nothing, while its short form -E is an unknown
    option, for which heif-enc exits with an error since 46cba868. Both are
    refused now.
