    Do not build normproto_test when the legacy engine is disabled

    The normproto_test unit test exercises Classify::ReadNormProtos, which
    is only declared when the legacy engine is enabled. When built with
    --disable-legacy the test failed to compile, breaking the
    unittest-disablelegacy CI workflow. Skip the test in that case, as is
    already done in the CMake build system.
