Rename the "Guest sign-up" stock notification setting to "Require login" and fix its tip (#69814)
* fix: reword the "Guest sign-up" stock notification setting to "Require login"
The setting requires an account; its title read as the opposite and its tip
promised a redirect that never happens. Guests see a log in prompt in place
of the sign-up form.
