    Keep post-checkout account creation follow the setting (#70517)

    Fix delayed account creation showing when the setting was never saved

    The Order Confirmation Create Account block read the option with a
    'yes' fallback, while the setting has defaulted to 'no' since #52712.
    Stores installed under a classic theme never get the option row, so
    after switching to a block theme every guest was offered an account
    even though the settings screen showed the feature as off.
