    Merge branch 'loopback-addr'

    This changes the handling of IP addresses on loopback interfaces in all
    kernel plugins so global addresses are now always returned so they can
    be used e.g. for MOBIKE.  Link-local and loopback addresses are always
    filtered.  The `ADDR_TYPE_LOOPBACK` filter is removed.

    Closes strongswan/strongswan#3143
