    Build/Test Tools: Cache and retry WP-CLI downloads.

    Install WP-CLI through a shared action in the installation, upgrade, and performance workflows. Cache downloads in six-hour windows, retry failed downloads, and fall back to a previously cached copy when available. Fail the setup step when no usable download is available.

    Preserve WP-CLI 2.4.0 for PHP 5.4 and 5.5. Use `$/` action references so release-branch callers load the action from the reusable workflow's commit. Update workflow path filters and lint tooling for the new action syntax.
