    avformat/vvc: Infer vps_default_ptl_dpb_hrd_max_tid_flag as 1 when absent

    H.266 7.4.3.3 infers it as 1. With 0, vps_ptl_max_tid was read from the
    following bits and the profile, tier and level of the VPS were misread.
