    Allow private repository PR E2E tests 30 minutes (#70428)

    fix(ci): allow private PR E2E steps 30 minutes

    Private repositories use smaller standard GitHub-hosted runners. A complete E2E suite can exceed the shared 20-minute PR step limit there, ending the job without a test result.

    Give private-repository PR E2E steps 30 minutes while retaining 20 minutes for public PRs. The PHP unit-test limit and 35-minute job cap stay the same. A stalled private E2E step can now run up to ten minutes longer.
