    swscale/vulkan/ops: error out on integer linear ops

    As this is code explicitly marked experimental/unstable code, I have opted to
    just error out for now. Adding these properly will require additional work
    from Lynne, as part of a different STF milestone.

    This will still set up some descriptors containing junk data (integer
    bits reinterpreted as float), but this is harmless.
