    Build/Test Tools: Preserve filenames in installation test downloads.

    Download release archives with `curl` and extract them with the system `tar` to avoid truncated filenames from `PharData`. This fixes the Twenty Twenty-Two pattern loading failure in WordPress 5.9 and 6.0 installation smoke checks.

    Keep `wp core download` for `nightly` and `trunk`, which use ZIP archives.
