    Build/Test Tools: Add MySQL 26.10 to the relevant test matrices.

    This adds MySQL 26.10, the latest innovation release, to the relevant testing strategies.

    Because MySQL 9.7 is an LTS release, some of the configurations specific to innovation releases were removed when it was added in [62407]. These are now restored for `26.10`:
    - The PHPUnit workflow tests `26.10` in the innovation release jobs.
    - The upgrade testing workflow tests `26.10` alongside the LTS versions for the two most recent releases and the oldest WordPress version still receiving security updates.
    - The installation and local Docker environment workflows test `26.10` through the `7-2` entry in `.version-support-mysql.json`. PHP 7.2 and 7.3 are excluded with 26.10 because MySQL 9.0+ does not work on them.

    MySQL 26.7 is also listed as supported for 7.2. It is excluded from the test matrices because only the most recent innovation release is tested.

    MySQL 9.7 remains the default database version for the local Docker environment and in the non-innovation PHPUnit jobs.
