    JIT: Fix Windows build of zend_jit_ir.c

    Forward-declare jit_CONST_ADDR() before its use through ir_CONST_ADDR() in jit_TLS(). This avoids MSVC warning C4013, which fails Windows ZTS builds with /WX.
