.github/workflows/style-checks.yml: re-enable the check for all PRs
The pre-commit check includes not only clang-format-based check,
but also a codespell check, and the latter makes sense to execute
on documentation-only PRs as well. Simply re-enable the check,
as it is fairly cheap and clang-format would simply ignore the absence
of files related to it in the diff. Also, update the workflow name
to signify that it is not just a code style check.
Inspired by [1], that highlighted the fact that the workflow was omitted
in[2] and that let a mistake in commit 817c105ec63b
"doc/man7/openssl_user_macros.pod.in: document
OPENSSL_SUPPRESS_DEPRECATED" to slip in.
