    lib: pass flags down in `sendmmsg()` fallback

    Previously, the fallback version of sendmmsg() was just dropping flags.
    (It's not obvious what the semantics for that are.)

    The correct thing to do is to pass the same flags on each message, and
    we need this for `MSG_EOR` on FreeBSD with `SOCK_SEQPACKET`.
