    Tests: Cover recovery mode email delivery and customization.

    Add coverage for `WP_Recovery_Mode_Email_Service`, including delivery, rate limiting, mail failures, rate-limit clearing, theme error details, and email customization filters. Verify that the email includes the complete recovery URL.
