    Build/Test Tools: Test against MariaDB 12.3 and 13.0.

    This adds MariaDB 12.3, the latest LTS release, to the MariaDB testing strategy. It also replaces 11.8 as the MariaDB version used for the memcached jobs, the limited matrix for forks, and the PHP 8.6 pre-release jobs.

    MariaDB 12.1 is no longer supported, so the innovation release jobs now test 13.0 instead. This is the most recent innovation release with a stable Docker image available.

    The outdated note stating that MariaDB does not have a supported innovation release has also been removed.
