    test_testlist.t: Correct variable assignment within subroutine

    Inside sub test_via_runtests we compose a shell command to simulate what,
    "behind the scenes," 'make test_porting is doing.  This command was assigning
    to the envvar TEST_FILES; it should have been assigning to envvar TEST_ARGS.

    Fixes GH #25013
