    Move the project notice below the GPL text so GitHub detects the license (#70041)

    chore: Move the project notice below the GPL text in license.txt

    GitHub detects a repository's license with licensee, which needs the
    license file to match the canonical GPL text at 98% or better. The
    project notice at the top of license.txt (title, copyright, the standard
    "This program is free software" paragraphs and the Jigoshop and WooThemes
    attributions) brings the match down to 79%, so GitHub reports no license
    for the repository and the root package.json's GPL-2.0-or-later has
    nothing to agree with.

    licensee ignores everything after the "END OF TERMS AND CONDITIONS" line,
    so the same notice placed after the GPL text is invisible to the
    detector. Keep the GPL-2.0 text first and the full original notice,
    unchanged, after it. Not a single line is removed; the file now matches
    GPL-2.0 exactly and GitHub reports GPL-2.0.
