    Migrate the email template auto-applier enqueue to ActionSchedulerUtil (#70153)

    WCEmailTemplateAutoApplier enqueues its async action through the util, so a loaded copy before 3.0.0 gets a single action scheduled for now instead of a fatal.

    Split from #69847 (WOOPLUG-2435).
