    pkcs11-provider: update to v1.3.0

    The updated version includes commit v1.3.0~4 "Fix ChaCha20 cipher key
    import using the wrong CKK_AES key type", which addresses an issue
    that was latent until kryoptic got updated to version 1.5.4-2 in Fedora
    repositories used in CI image, that includes commit v1.5.3~20 "Add
    support for CKM_CHACHA20 and CKM_CHACHA20_POLY1305".
