    Tests: Expand HTML character reference decoding coverage.

    Add named and numeric character reference cases for `WP_HTML_Decoder`, including semicolon handling, case sensitivity, Unicode boundaries, and Windows-1252 remapping. Generate numeric syntax variants with independent, literal expected strings.
