    testsuite.yml: pin linux-i386 to ubuntu-24.04

    When run for pushes in my fork I see it using Ubuntu 26.04 and failing
    to install the packages needed for testing.

    The runs I looked at on the Perl/perl5 repository continued to use
    24.04 and passed.

    So pin this action to 24.04.

    Seems to be https://github.com/actions/runner-images/issues/14790

    Other tests (which seem to be using 26.04 on my fork) seem to be
    working just fine.  The only other issues I've encountered with the
    26.04 runners:

    - cmake has been updated and would no longer build packages that
      specified an earlier compatibility version (libtiff in my case)

    - 3 versions of llvm installed, and cmake for perl picks one and
      "run-clang-tidy" picks another, gnashing of teeth ensues.

    But neither seems like it should bother perl itself.
