    fix: test: Extend templates.render to ensure timestamps change

    Some tests update database files too quickly using templates.render for
    them to reload as the modification time is in the same second as when
    they were last reloaded. Extend templates.render to ensure that the
    timestamp moves to a newer second when it is required.
