Compress the email improvements modal and dashboard widget images (#69555)
* perf: Compress the email improvements modal and dashboard widget images
Optimize 2 shipped images without changing file names, formats or dimensions.
The set shrinks from 26 KB to 16 KB (37%). Each file keeps a luma SSIM of at
least 0.98 against its trunk copy and a ssimulacra2 score of at least 80.

* perf: Keep gradients and soft shadows free of banding
The first version cut several PNGs to very small palettes and judged
them by SSIM and ssimulacra2 alone. Both stayed high on smooth
gradients and soft shadows that nevertheless showed steps.
Add a banding check: the error on smooth areas of the trunk image must
stay at 3 levels or less. Re-pick every file under that limit, which
gives larger palettes for gradients and soft shadows. Leave files
untouched when the safe result saves under 1 KB.
The 2 changed files now total 21 KB instead of 26 KB.
