    embed.fnc: Mark newMYSUB as full API

    Give it the full `A` API flag, rather than the `C` flag. This has the
    effect of putting its documentation in `perlapi.pod` rather than
    `perlintern.pod`, and suggests to authors that this function is part of
    the official API.

    I suspect it was left as `C` flag previously while lexical subs were
    considered experimental, having been added in 5.18, and nobody has
    updated it since.
